WHAT STRATEGY FOR THE ELECTION OF JULY 27, 2003
(Part 1)

1. Siv (Alias), a Khmer Krom who had sold his soul to Vietnamese masters, long time ago, was a ruthless police officer (Prum Matoan Kamreth Kpos). He had arrested, under Hanoi order, Pen Savann, the then Prime Minister of the first Cambodian Communist government. Then, fifteen years later, Siv had arrested Prince Norodom Sirivudh and threw Sirivudh in jail. He said in Phnom Penh restaurant that only a touch of pity retained him from smashing Sirivudh cranium with his hand set phone.

During people demonstration, in 1998, he was in hot pursuit to assassinate Sam Rainsy as Rainsy fled and took refuge in Cambodiana Hotel. He still wears until now the $2,000 dollars Rolex Swiss watch that belonged to FUNCIPEC General Chau Sambath, that he had assassinated during Hun Sen coup.

Police Prum Mataon Kamreth Kpos gunned down monks before the public eye; the monks cried: pity and ran but escaped.

Every time he met Norodom Sirivudh, and recently, he intimidated Norodom Sirivudh by saying loudly in Phnom Penh restaurant: <<Mech
Chang Cheap Kuk Mdaong Teat?>> You want to be jailed again?

Siv continued to slain people as he pleased. He can arrest any person, Minister, Prime Minister, General, etc under the direct order of Hanoi.

2. Vuth (Alias) is a Vietnamese tank commander. He spoke fluently and without accent Cambodian. During Hun Sen coup, July 5-6, 1997, he ambushed Funcipec General Nhek Bun Chhay and his battalion of 700 soldiers, including 200 soldiers from General Serey Kosal. Nhek Bun Chhay and his battalion fled to Thailand. Nhek Bun Chhay battalion was infested by Vietnamese spies. Tanks, helicopter, 105 howitzers bombed and gunned down Nhek Bun Chhay battalion. That was a bloodbath. Less
than a dozen survived and arrived at Thailand border.

Vuth grabbed the SUV Toyota 4Runner that belonged to Funcipec General Nhek Bun Chhay as Chhay fled to Thailand in 1997. He used it until today.

3. In 1998, Prime Minister Ung Huot was leading his political party for that 1998 legislative election. At that time, the building office of the then Prime Minister Ung Huot was selected as a voting place. Ung Huot's wife and his sons and daughters had voted in that place including other office personals. The total vote was 31. There was
only one vote for Ung Huot, the rest were for the CPP (Communist Party). The result meant that even Ung Huot's wife and all his children had voted against Ung Huot and for the CPP. The vote was a pure cheat.

In 1971, Prince Norodom Ranariddh was arrested and put in a surveyed residence by Lon Nol Police. After one year, General Lon Nol let him immigrate to France. But that incarceration had scared Prince Ranariddh for life. Political life is tough and pitiless. Sometimes it needs naked courage to overcome our own fear. You have to choose my Prince. Cambodia depends on your choice.

Siv and Vuth are the ruthless and powerful enforcers to help Hun Sen/CPP win the July 27, 2003 election. His invisible hand was to supervise all the wheels of the election.

Don't expect that they won't cheat and falsify the results. Don't expect that the July 27, 2003 election will be fair and democratic. Don't expect that they don't use violence to win.

But what will we do next, the day after the election?
